Are your citations not starting with number 1, even though you're using a style that sorts the citations in the order of appearance? First, make sure the publication doesn't want a numbered style with an alphabetical bibliography.  Styles that require this format are going to be numbered alphabetically at the end, preventing normal numerical progression through the document. In these cases, the numbering is not going to appear sequential in the document.

If the selected Style is set to sort in the order of appearance, check to see if citation number 1 is in a text box within Word, such as within a figure legend or a caption underneath a figure. EndNote™ formats the citations appearing in text boxes first and will sort them at the top of your reference list. The suggested workaround is to convert the text boxes to frames:
  1. Save a backup copy of your document.
  2. Locate one of the text boxes that contains an EndNote citation.
  3. Right-click on the text box and choose "Format > Text Box".
  4. Select the Text Box tab and click the Convert to Frame button, then click OK to confirm the conversion.
  5. Now try to format bibliography and see if it makes any difference with this citation.

Note: If your document has been saved with a .docx extension, the document file needs to be re-saved with a .doc extension to have the ability to convert a text box to a frame.

    Word 2016 macOS: Word 2016 for macOS does not currently have the ability to convert text boxes to frame. If you are using this version of Word, you can either make these changes with a different version of Word or you can remove the text box and use the Insert Frame command. To do this, click the Word menu and select Preferences. Click on the View option and check the option to "Show developer tab." Close out of the Preferences and click the Developer tab. Here you can see the "Insert Frame" option you can select instead of Insert Text Box.

    Note: With Word 2002, 2003 and 2007, if the text box is on a drawing canvas, you must drag it off to complete this procedure.

    If this resolves the problem with this citation, convert your text boxes to frames and you should get the desired result. Alternately, you can simply remove the citations that are in text boxes to resolve this issue.

    Adding Insert Frame to the Quick Access Toolbar:

    Windows:

    1. Word 2007: Office icon in the upper left, and click "Word Options" at the bottom of this menu.
      Word 2010 and later: Go to the "File" tab and click "Options."
    2. Click Customize or Customize Ribbon.
    3. Change Popular Commands to All Commands.
    4. Select Insert Frame and click Add.
    5. Click OK.
    Word 2016 macOS:
    1. Click the Word menu and select Preferences.
    2. Click Ribbon and Toolbar.
    3. Change the drop-down menu from All Commands to Developer Tab.
    4. Select "Insert Horizontal Frame" and click the arrow to add it to the "Customize Quick Access Toolbar" option.
    5. Click Apply.
    Note: This problem can also occur if an EndNote citation is added to a Microsoft Word Comment balloon.  When citations are added to a comment, these citations will be shown to EndNote first, making them appear at the beginning of the numbered bibliography.  To resolve this issue, simply delete the citation within the comment, or delete the comment altogether.
     

    Word 2010/2011 and later:

    With Word 2010/2011 and later, Microsoft has have removed the ability to convert to frames in many new documents created with Word 2010/2011 and later. If you are not able to convert to frames using the above method, use the following steps.

    1. Save a backup copy of your document.
    2. Now, use the Save As option from the File menu to save the document in Compatibility Mode ("Word 97-2003 Document" for Windows and "Word 97-2004 Document for the Mac").
    3. Locate one of the text boxes that contains an EndNote citation.
    4. Right-click on the text box and choose "Format > Text Box" or go the Format menu and select "Text Box" on the Mac
    5. Select the Text Box tab and click the Convert to Frame button, then click OK to confirm the conversion.
    6. Now try to format bibliography and see if it makes any difference with this citation.
